Steam-Tracker Bot is able to crawl ownership of banned apps.
It is available to everyone, but card donations will be needed to add more friend slots as they fill up.
The bot accepts and logs all card, booster pack and TF2/CSGO key donations.

Avatar borders can be earned with both card and key donations.
